Whizzer is probably the slowest speedster in modern era, having to pour on speed to catch a 65 mph vehicle.

By his highest highs, Cap would be faster. But that's ignoring his lowest lows too and that's not really a fair comparison given Caps greater popularity and far superior appearance numbers.

I didn't say he'd be faster than Whizzer according to that feat, I said according to his highest highs. He's got some feats that are better than the Whizzer, but there's more than high end feats that need to be accounted for.
