Kevin Uxbridge(Douwd) vs Dragon ball Z Universe

Kevin is from Star Trek TNG the episode in a fit of rage he kills a advanced race of aliens numbering 50 billion all in one shot.

Kevin is more powerful than pretty much any DBZ character I can think of, but what are the conditions here? Does he have to destroy the DBZ Universe (I saw no evidence that he had anywhere close to that kind of power) or just defeat anyone and everyone from it?

Typically these threads just mean that one side needs to be defeated, as once the characters are dealt with, the planets in the universe pose no specific challenge over those in any other universe, so my money is on that.

It wasn't planetary genocide. The species in question wasn't limited to one planet, they were implied to be a spacefaring empire of sorts with multiple systems and ships scattered throughout space. With one angry thought Kevin wiped them all from existence, not just the force that had attacked his colony. In his words:

"I didn't kill just one Husnock, or a hundred, or a thousand... I killed them all... all Husnock... everywhere."

We're not talking about Kevin flying around blasting planets, we're talking about a mass scale delete button that he pressed.

Other examples of his power are him creating a simulacrum of his wife that Picard suggested may have been fully sentient, and creating a fake Husnock ship that was able to match or exceed the Enterprise's capabilities as needed. I'd argue that the Enterprise D, if it were considered a character, would be Herald-level with all it can do, so that gives you an idea of Uxbridge's level.

On the other hand, Kevin was restrained by Douwd morality for the most part, and if his wife hadn't been killed he wouldn't have ever resorted to violence against the Husnock or anyone. In fact when the Enterprise crew found out the truth Kevin was ready to surrender himself to their justice, but Picard told him that it wasn't their place to judge a being such as him.

I don't know what his durability is, as no one ever attacked him, but he does appear to be an energy being, not an abstract entity like Q and it might be possible to harm him, but I don't see anyone from DBZ doing that unless he allows them to.

It's difficult to compare them, but I'd say Q is another level beyond Kevin. Q, unlike Kevin, has no true form, while Kevin's true form is a kind of energy cloud. That tells me that Kevin is more limited than Q. Also while Kevin talks about wiping out entire species with thoughts and creates starships with his mind, Q considers changing the Gravitational Constant a trivial matter, meaning that Q operates on a Universal scale.
