During the time war, the daleks temporary inlisted the help of a warrior to help rid themselves of the time lords. They decided to test his metal against one of the fighters on the front line. Unfortunately for khan, that was the doctor. They each bring three weapons/tools they have used. No ships. No beam/teleporting. Who takes it.

I personally think that though the doctor has better stats, khan ferocity and skill could give him the win. Though we don't see combat doctor very often...
