Yes. Easily. Batman One Million came from a time when the technology to give humans Superman-level powers was as common as Cell Phones are to us.

Can steal souls
Can project his opponents into Tesseract Space
Can let loose some type of mind-attacking blast (which is how he KO'd mainstream Bats before stealing his soul)

He certainly whupped Batman-current easily enough. He's obviously an incredible martial artist.

KK's advancements made to the field of martial arts are in the past to him, and no doubt he's studied them.

With his tech, Batman easily. Without it? We haven't seen enough to judge.
