No characters above skyfather, three years of prep. Wasting the Earth and killing/incapacitating 90% of the heroes/villains count as a win.

Please define the 3 years prep is that he just sits in another dimension (with all his resources) or is he already on DC earth? And after the prep time, is he just send to DC earth and everyone's aware of him/her or is he/she incognito?

Sent to DC universe, no one will be aware of the threat until the attack begins, no time-travelling to stop prep from happening. Prep cannot actively kill or deactivate the powers of any enemy before the three year lapse. Once the time is done, the attack can be detected, but the character is thrown into the universe with their amazed resources and can make the very first attacks stealthy until he or she gets discovered.
