The catch is the fight takes place in the desert. So who is strongest person Sandman can beat in this scenario?

gennerally IMO a non jobbing Sandman could beat the majority of characters below herald level...

Prob kill any street leveler.

Kill most meta like spider-man and gorgon.

Think he stops at high meta. Like magneto or apocalypse.

He would lost to guys like Silver Surfer or Apocalypse. He would defeat guys like Hulk or Black Bolt etc.

Pretty much can't he only be beat by someone with matter manipulation or BFR because he gets hit but just keeps reforming with an unlimited amount of sand.
