If Pikachu has Surf in addition to the Light Ball held item, he probably wins. Otherwise, the match goes to Steelix.

Steelix wins 10/10 unless Pikachu has the light ball.

Unless Pikachu can somehow use its size and speed it may have a small chance.

Or if it was Ash's Pikachu it would be 10/10 for him.

Or Pika (Red's Pikachu)

Ash's Pikachu is more PIS dependant.
