It worked on Strange, and he was innocent. I don't read much Ghost Rider, but they would have to lock eyes first.

I'm not sure its ever been used on Gods.

I'm going with unleashed Ghost Rider, Darkseid is as guilty as they get.

While I think the PS would work, there is no way GR is getting the chance to use it here.
As powerful as an unleashed GR is, Darkseid is on another level.

Fully Unleashed Spirit of Vengeance is Vengeance personified.

anyway as for the fight. IMO GR is going to be above herald level here. And if he gets close he would seal the deal with Penance stare. BUt I think DS can get lucky and hit him with the OE from a distance. And if the OE is working properly and makes contact GR should be affected.
