Pretty much.

The thing is, the Presences universe started breaking down without the Presence there. Even Lucifers muliverse started breaking down, and it existed outside of the Primal Monitors body, having been created in the formless void instead of in the Bleed, which is monitors lifeblood.

So the Presence, and by extension the tools he used to create his universe, are essential to the universes existence. That wouldn't follow, if they were merely a small part of the Primal Monitors body.

Who knows, maybe The Presence, Lucifer, and Michael created the Primal Monitor as part of creating their universe. Maybe that's the outer membrane of their universe...
