Task Force 141 (before they are betrayed) is dropped off in the middle of Arcadia. The Arcadian government is aware of this, and mobilizes their forces to stop them. Task Force 141 must take down the Arcadian Empire by any means that limits the amount of civilian casualties.

They've got Lt.Soap, Roach, Cp.Price, Ghost, and a bunch of other super high level guys..The only reason they were even beaten, is because the man commanding them, General Shepherd betrayed them. Even then, Price and Soap survived, and took down an entire military base by themselves.
