Assuming we're using Peak AM there's no way Galactus with the UN is above him. Galactus has no comparable feats using the UN, its all speculation.

Seeing that Galactus is supposedly smarter than Richards (In Secret Wars, Reed couldn't even comprehend Galactus' technology) and that the Nullifier is an aspect of him, we know for a fact that it would at least do as much damage in the hands of Galactus.

I would say it's certain that Galactus can use the UN with much more utility then Reed ever demonstrated capacity for, why? Because Galactus already has the one time iirc in all his history that he have actually used it.

But ultimately a hard list from my perspective, alot of the mentioned Characters would/should be considered equals. As for how long our contestants get, I would (depending on whether it's seperately or together) place them at LT and MM respectedly.
