This fight is a random encounter. They can use any and all powers in their arsenal at their disposal in this fight. The fight is in the blackness of space. Fight to KO or Death. Neither the Imperial Guard nor Galactus can come to aid either Vulcan or Silver Surfer.

Just a little information on Vulcan, just in case people automatically assume Silver Surfer will curbstomp him.

According to information from his creator, Ed Brubaker, Vulcan has a "hidden potential" which allows him to fully generate and have control over the 7 elements (fire, earth, electricity, wind, water, darkness, and light). Due to this supposed/intended ability, it can be argued that Vulcan is a match for other god-like heroes or villains such as Silver Surfer or Onslaught.

Silver Surfer, Vulcan may have potential but the surfer has experience.

Implied potential isn't enough though. If he had control over them and had showed it on panel, then it would be different.

on to the matter at hand, Surfer destroys Vulcan by atomizing him. Vulcan reforms and goades Surfer, Surfer switches off the X-gene. Vulcan dies.
