Foreigner is hired to kill Frank with 5 days of prep. Frank fines out he has a contract against him the day before Foreniger but he does not know who the assassin is.

I have to say foreigner has a good shot with the 10 second hypnosis Frank likes the looks his enemies in the eyes for that satisfaction as the life leaves them IMO. Might be the deciding factor if he puts a bullet between franks eyes. 10 Seconds at range is more than enough for a good shot to line something up with a assault rifle w/ mounted scope or sniper as I'm assuming this is a ranged assassination scenario and not a derp derp I'm going to walk up to his face and potentially get my ass shot.
