Tony showed impressive H2H when he and Cap met briefly before the end of Civil War. His Extremis has enabled him an amp in concentration and HF.

The only disadvantage he received was that it made him see the world like a machine.
His recent memory loss shouldn't affect his prowess.

Stark is pretty much a cyborg, if they both got equal bodies it would be a better match.
