Given Rich's recent feats, and current power since he got the full nova force (he still has that, right?), Apoc can't compete. Not at this time. Maybe if he was being written well, or back to the levels where he roflpwned Stryfe or written with some speed, sure.

when I judge a battle I look at the 2 characters and their powers, see how other people rate them and then form my own opinion
