Teleport to limbo where her magic is strongest, then summon that sword.

since juggs is a magical entity/magically fueled, the odds of the sword disrupting his powers or injuring him is pretty damn high. We've seen before that magic weapons will go right through his durability (shatterstar was able to cut him with his blades, and the bloodaxe sheared right through the seals on his helmet) so clearly there's a weakness there.

failing that, illyana has access to all of belasco's abilities when in limbo- which should include fun things like mind control which jugs is also weak against.
