Immortus has some pretty high level powers if time-manipulation is allowed. But yeah, time beats speed.

Not if Wally and Bart start outrunning time itself but in this case I think Timetrapper is just way too much as some of his shenanigans were just too much and he's also future SBP. So yeah.
