It's gamma irradiated Wolverine from World War Hulks, where characters like Cap, Wolverine, and Thor had their own Hulk forms.

Wolverine still had the claws, and kept his intelligence, thanks to his natural healing factor reversing the effects on his brain (Which is odd, considering Savage Hulk has a much better healing factor, and it doesn't clear up his intelligence.)
