I don't think there's anyone on Team DC who can counter Elektra.

Only one that comes to mind for DC without resorting to Val Armorr is Cassandra Cain, or possibly Lady Shiva..

The only thing I can think of is Prometheus attempting to disrupt some of her chi-based abilities by messing with her concentration though chaff grenades or something similar.

Honestly, I favor Marvel in this.

Dakon's pretty superhuman, and Braun's telepathy is pretty formidable (he uses it ala Mr. X and reads what his opponent is going to do).

Prometheus (with suit) would defeat Elektra. Nano Second reaction time, teleportation, darts that takes out metas, etc...

Oh, and Rose Willson will be facing off against Superboy (It is what she is designed to do. I bet she'll have better feats than Deathstroke.

Though... it is true the DC *assassins* tend to be fairly well-covered, which is weird...
