H.E at his best/peak vs Tyrant at his peak/best etc who takes this and why?

If H-E was able to devolve Galactus...

Tyrant. Isn't he basically a really advanced machine? There is no DNA or whatever to devolve. With that off the table, HE dies badly.

Tyrant stomps.

Tyrant. He's got as good at jobbing as Galactus is.
