There is that one Lantern who can't register color, so I suppose it's possible for Matt to do something with the ring. He'd need a lot of time to practice though in order to use it to its full potential.

Rot Lop Fan? Yeah, he's pretty funky. I think he wasn't just colour blind though, but actually blind. Of course, that could be what you meant..

I don't think Namor or DD would be good ring wielders even with practice. Similar to Ollie's pathetic attempt.
