Plutonian has far too many powers for just about anybody without the same level and diverse power set.

He's basically a God.

The Plutonians lack of actual fighting skill and guts will work against him against a foe who can actually aproach his power level.

I understand that Plutonian has finally been given some form of training concerning the true nature of his powers and that he can do things like will the Moon to stop rotating.

That is in my opinion well outside of the Blue Marvel's pay grade.

I'm a big fan of BM, and he hasn't had a low showing since his introduction.

But he's fighting a guy with matter manipulation on a grand scale and psionic abilities that push his basic abilities far beyond the physical.

This is like Gladiator trying to win against Molecule Man who also uses his powers physically.
