Norman's would seem cooler and more powerful, then implode on itself in 2-5 issues. I mean, they made Norman mainstream when he ran things for a while, but he's still a bat-**** crazy Spider-Man villain at the end of the day. Given what Doc Ock is doing currently, he might not even be the prep-master among Spidey's rogues. Hell, include Jackal and he's #3. His schemes seem more sinister because he's off his rocker, but he's not as tactically smart as most of the prep gods running around.
