I think Jason will give Lex a good strategic battle. He did go toe to toe with Mr. Terrific and ecen got the best in him.

I think Prometheus has had better high end feats.

For me Lex is at the top, then Ra's. Not sure about the others.

Prometheus and Lex. Lex has beaten swampthing in 10 minutes worth of consultation. Prometheus has beaten the League and without Catwoman helping them they really would have lost.

Depends on the context of the strategy...
