Scenario 1
Just a 1 on 1 fight
Scenario 2
All out war with there armies helping them(Kangs forces, Frost Giants, etc)
Factor in prep time if necessary both of them are good with prep so not sure how much they would need.

Has Loki stopped a Multiversal threat with only his resources? Nay. Has he developped a multiversal artifact without any external source? Nay. Has he stopped an invasion of a vicious multiversal empire? Or maybe busted the entire multiverse? Anyone can see Kang has the superior feats, he is just in another level.
