Zombies win because every time they bite a victim, they add a member to their side.

Don't the same rule kinda apply to vamps as well?

No they don't.

Only Wolverine does and it was only a fraction of Silver Surfer's power.

EDIT -
Unless you are including Wolverine with the power he had after they devoured Galactus. Then the Zombies win but that's the only way they win.
