Which alien telepath wins and why?

Hfuhruhurr does not has many feats He has only 3 appearances and one of them was in an annual, and He has only being measured by Superman as far as I know.

Apparently He was a very powerful telepath backed up by the union's power which had millions of minds from around the cosmos.

But he does not has that many appearances or feats to back him up.

Though the power of the Union when it had physical form could have been on herald level more or less.

I would assume so, since she's mind controlled billions on an entire planet before...

but those billions of minds didn't have top tier telepath abilities.
