How powerful is Black Canary's Cry?
I've seen it hurt everyone from Amazo to minor street thugs.
Where should she be placed level wise? With the big guns or street guys?

Well she has the durability of a human, but her scream is pretty powerful. If Cyclops is a meta then she should be considered the same.

It flung Mammoth a few feat, IIRC. It's pretty damn powerful.

It's pretty strong. She can control it's power, but it's done stuff like reduce a van to scrap metal, hurt heralds, KO every human in the White House (required a bit of diaphram stretching to get the right frequency).

Mid-meta like the others have said. It's like, high-meta offense at max, but in a street body.
