Alright what if somebody from Marvel earth had been given the Silver Surfer's powers and had been using for 40 years like Norrin had. Who would be the best pick out of these guys?

He is the worlds leading geneticist and with surfers powers he would be the most dangerous

Spiderman.

Tony Starks.

Jean Grey. She has a gentle soul like Norrin, and despite her lack of science smarts there really is no reason that she could not learn, after all she would be nearly ageless. She would also have better TP skills than Norrin, so in essence she would be a better Surfer than he ever was.

3.Tony Stark - interesting ... probably a deeply flawed and chaotic herald, might just end up turning the moon into cheese and eating it with a large glass of red wine.

4.Bruce Banner - So long as he didn't become The Hulk, Banner would be awesome. Genius scientist and weapons manufacturer ... with the Power Cosmic. He'd be more of a threat to the universe than Galactus!

Steve Rogers + Power Cosmic = Superman, in the sense of being a high-powered, high-ideal protector.

Surfer, as he already is, protects, but he's really an explorer first, imo. That's really what he craves: the freedom to just go Out There and experience and learn. Superman, on the other hand, is first and foremost a defender, as would be a cosmic Steve Rogers.

Would be the best at balancing threats on earth and in the universe.

5. No Earth hero gives a shit about universal threats unless they directly affect Earth

The best out of those in the list, as in who would be more able to exploit PC therefore more powerfull than the bunch, Id say Tony Starks. He is one of the few none powered Earthier who was able to challenge and got the upper hand on Surfer with just resource alone, now just think of having all/most the resources in the universe in his hands.. I say he wins hands down, followed by Beast..

Tony would become an inter-galactic playboy instead of a planetary one, but he would have to find another way to drown those sorrows because alcohol wouldn't affect him.

Banner would be fun to watch, high tech god intelligence, his experience with physics and cosmic/gamma radiation would make him a beastly Surfer.

Captain America would take the "Superman" role with those powers and be the most heroic.

Nate Grey or Jean with Surfers powers could potentially be the most powerful.

Parker would just be annoying.

Most powerful Surfer would be Banner, Reed/Stark bracket genius, Hulk powered and with The Power Cosmic.

I could see him pretty much owning abstracts for fun, with a mixture of raw power, technical finesse and genius prep.

Surfer isn't biologically based, he's mostly Power Cosmic/energy with something like a 'shell' around it.

Banner's expertise is far more relevant to maximising the potential of the Power Cosmic.

The power cosmic has always effected things biologically such as cell growth to foster or suppress mutant powers, how to truly resurrect either individual lives or entire ecosystems, and with the PC Hank could evolve his mutation to near or at omega levels

Captain America wouldn't know what most of his powers did even after 40 years of prep

Steve would just be pissed he lost his penis

Having a penis > power cosmic

Captain America is already nigh-unbeatable.

He would make the PC soar to ne'er before seen heights.

Pretty sure that ole cosmic awareness gives you insight into your own powerset.

Someone as relatively average in intellect such as Johnny Storm was instinctively disarming alien nuclear weapons with the Power Cosmic thanks to it.

There's no reason to believe that Rogers wouldn't be proficient in its use, especially when stacked upon his already legendary combat acumen.

Out of all of them, Bruce Banner could use the boost. Hulk is most useless one there is.

But Beast is probably the most dangerous with it. Not on the list is Reed. As dangerous as Doom was with it, it's a cosmic law thar Reed would do even better.

spooderman would be the best to herald for galactus that or beast has the most compassion I believe.
