Wesker's not strong enough to hurt him I don't think, but Raiden's definitely strong enough to hurt Wesker or chop off body parts. And I think he's as fast or faster, but the cinematic style in MG was shown so we could keep up with the ninja fights. Because he was fighting with Vamp, who in MGS 2 was spinning around and blocking assault rifle fire with a knife and moving 50-100 feet in a split second.

Excella: Oh Albert, I love how your eyes go with all the blood that you had that now covers the whole hangar ....wait....
