The key witness has had facial reconstruction surgery, and been given a new identity
The Witness has Police protection
The witness has been tracked to Manhattan
In order to collect the money the assassin must give the right thumb of the witnesses to a hand ninja to collect the money.
The assassins don't know who is after the witness.
The assassins can use all resources they have

I'm gonna go with chameleon. He could change himself to act as chief of police, say he needs to talk to the witness. And handle business from there.

True, but I am assuming the League has infiltrated police forces, and have key personnel already recruited, who could feed her intel. Especially in a major city like Manhattan.

Plus, ninja man bats.

Taskmaster beat the living shit out of every other contestants, and then he wins by default

I think Bucky could beat the Master of Tasks

Although I'd argue that Taskmaster, Bucky and Deadshot are far better equipped for the actual assassinating part of this than everyone else, Talia wins very easily here.

I mean, not only does she have the resources of the LoS (Essentially the Hand but with a much larger resource pool) but also the entirety of Leviathan the draw upon.

In comparison Wilson Fisk is a leader of a street gang.
