Are all trapped in murderworld, and tasked with killing Arcade, they have no idea who is in there with them. They all run it at the same time.they are allowed to kill each other.

I say...yes.

He has the stealth, the skills needed to get through the gauntlet. He's at home in a variety of locales (jungles, cities etc), whereas some of the others (Deadshot, for example) would not function that well relatively speaking outside an urban area. His senses are also honed, so in effect, he's a poor man's Wolverine.
