Pre-death Cyber had a heart condition, his claws weren't shown to be tipped in poison/hallucinogen (he only popped them once, so we have no idea). He had no healing factor, either.

I'd say he's still more skilled than Cage, but I don't know if that incarnation could take him. Maybe if he goes for the throat from the start.
