From the looks of it, this borrows heavily from the Capcom fighting game (which just recently had an HD re-released).
Speaking of the Capcom version, I just downloaded it and I'm just surprised how I was missing out on such an awesome game all these years. I could have been had this on the Dreamcast. Well I got it now and I'm enjoying it. I'm also just finding out that Iggy can perform the Shun Goku Satsu. Cool!
I also like the soundtrack too. Definitely shows how much different they are from the kind of themes Capcom makes for fighting games now.
