If Betty opts not to use her full strength or power, Jen has a chance against her. Jen has far more pure fighting experience as a hero.

In a full no-limits battle, though, Jen would need outside resources.
According to most sources, Betty is physically stronger than Jen, and stronger by far, and that at the very start of any match.
Add to that Betty's ability to absorb an opponent's gamma energy, meaning she could literally revert She Hulk back to her civilian guise almost at will, just as Betty earlier did to her dad, and this fight would end with Betty simply grabbing and bearhugging Jen into submission.
