I think between Stormbreaker & Quantum Bands energy-manipulation annihilators have a really good chance.

But with SW amping Hal he is gonna be able to wreck shit!
Can SW amp the other rings too? Or just Green?

Just Green. Though his own ring unlocks new abilities while being close to a green, so it's a boost for him too.
