Probably Hitman.

A bit tough without any info.

We know Max can slow down time with his jump dodge, but we know Hitman can stop it completely, then shoot multiple men in under two seconds.

On game mechanics alone, 47 wins.

But going further than that, he's genetically superior to Max in every single way.

Apparently those are "game mechanics", like how 47 can take 10 bullets to he brain and not die during gameplay yet a single bullet to the stomach puts him down during videos in the 3rd game.
