First off they fight using unbreakable swords, who is more skilled at a swordsman?

Raiden should win this with his new feats from Metal Gear Rising.

Raiden still sucks though

Raiden cuts him into 345453786834394583579 pieces.....

It looks like Raiden has far better durability not to mention the fact that he can survive mortal wounds since he's a cyborg. I'm also gonna assume that blade mode automatically puts him at the sword-swinging speed shown by Twin Snakes Gray Fox.

I'm giving Raiden the majority here.

The first mission alone gives Raiden the win here.
