In the batman's first comics, Wayne Enterprises really have a Weapons R&D within the company from which he was able to produce all this weapons and arsenal?

In Batman: Begins, he shows up and they basically hand over a tank a jet, a suit of armor, and and all his gadgets are just waiting or him him at his disposal.

Bruce shows up home after wiping out Raz Al Gul and beging gone 7 or 8 years and he's already the Batman from Day 1 back in Gothem..weird

And Waynes whole R&D department which none of it was in production or bought by any government contracts.

So it happens to be all secret and only 1 man in the whole company knows about it or supposedly..besides the guy who finds out in The Dark Knight.
