I'd say Black. I mean, BW Jr. is seriously impressive with telepathy, but so is Black! Plus, TK.

I've only ever heard of Black's power level ( never read him) but based on the feats I've heard of he should win. Hank would be around the same level ( or close) in TP assault because he's above MM and Maxima, but would loose to Black for the same reason he would loose to MM ( obviously he's already stomped Maxima). He doesn't have the TP defence to match his attack. Remember he literally can't block out minds, that's why he went insane because every thought of every mind of the city around him floods his mind constantly, he can't block out any thoughts at all.
