Kyle isn't above Hal.
I would throw Ganthet and several guardians in there too. Krona, Apa, etc.

The Alpha Lanterns too.

white lantern kyle is too high, he hasn't done anything impressive

Yeah, the order isn't what I would agree with. Doesn't help that some of those people are largely feat-less.
