Does word order matter for SEO?

First question - car, auto, automobile - you want to figure out a) which has the higher volume, and prefer that one, and b) mix / match use different variations. Whereas your High School English teacher might have taught you to be consistent in writing (standardize on one phrase (e.g., Auto vs. Car), in SEO variety is the spice of life.

You can even create nearly duplicate pages that have different phrases (one optimized on CAR insurance and another on AUTOMOBILE insurance).

It's all about getting as close to as many search keywords as your target customers type in, and prioritizing which keywords are most important / closest to a connection point between you and the potential customers.

As for word order, YES that matters as well. You want to get as close and as consistent to how customers search. So if page 1 has the exact word order and page 2 has the words but in the wrong order - page 1 will win ALL OTHER SEO FACTORS BEING EQUAL.
