How many times must the members of this board stat that Doom's willpower is second to none?

Based on theory, Hal should take this in all 3 categories, but feats tell us a different story. I am fairly sure that if Victor existed in the DCverse and the Guardians were aware of him, then they would contemplate using him as a backup generator for the main Central Battery.

Doom in 1 and 3. Hal in 2 but close due to magic.
