Who will win between captain America and mesmero?

Depends on how far apart they start the battle off.

If Cap is close enough, I could see him winning with a shield-toss to the neck. He has the faster reflexes, and so should be quicker on the draw.

If he can't reach Mesmero fast enough though, then he goes down for the count.

But will Mesmero mind control work on Cap?

Eventually, probably. But it'd take a while and great effort and concentration on his part.

In that time, I don't see Cap just standing there doing nothing and letting Mesmero maintain his concentration.

Mesmero doesn't have super speed/reflexes or super-human durability, so Cap could easily resist long enough for a shield toss or charge to knock him out.
