Bruce has his Batsuit, but no gadgets or weapons available to him (nor other installed defenses on the suit itself). Frank is unarmed.

H2H fight. Prior to the beginning of the fight, Bruce's left arm is dislocated. Is the handicap enough for Frank to win? Or does Bruce win anyway?

Frank gives him hell, but is give the edge to Bruce still...

Make it a broken arm, and he'd have real trouble. A dislocation, he'd probably just eat the pain and still manage a good defense.. Hell, Cass knocked out Shiva with a bad arm. Bruce can do it if she could (Seeing it's less a skill feat, and more insane willpower and pain resist.)

Didn't daredevil basically beat the shit out of frank after a dislocated arm in the famous "Daredevil oneshots wolverine" comic?

Batman could be paralyzed and he'd still beat Frank.

If Frank has no prior knowledge of Batman and doesn't know of the injury, then I reckon Bruce just about takes it.
If, however Frank knows of how good a fighter Bats is and knows his arm is dislocated, he will go all out and use his own considerable fighting knowledgeto takeparticular advantage of Bruce's injury. In that scenario Punisher wins.
