Why should it be obvious that you took Thor, Superman, and the Surfer out? They belong within this class as well, unless you're placing them in the Trans bracket, which they are not.

He did that presumably because they are the top three heralds and more commonly used/referenced.

Too few showings from Hyperion and Blue Marvel to place them. Based off the showings they have Hyperion and Blue Marvel would be toward the top of the list especially Blue Marvel. BM one shot Sentry into space and blew Iron man, Wonderman, ms marvel, and namor off of him like they were nothing.

As of now, current Hyperion's "average" easily puts him in the High Herald tier.

Why is everybody putting Atroc so low?

But nothing has been shown to put him at Herald levels. His Average is getting a busted lip by Hulk but looking at what Hulk has hurt with his fist, that's an insane avaerage.

Atrocitus has a history of taking on multiple heralds at one time

Even before getting a red ring he took on Sinestro and (rookie) Hal Jordan.
