Steel always has chi amping.

He'd never have beaten Danny without it, and his feats prove he has it (Could Batman grab Spidey in mid jump kick and swing him around like a discus, using him as an improvised club in the process to knock Danny down, then toss him some yards away into a tree? That alone is an above Street level feat, and he did it before he got Danny's IF.)
