Not sure who to pick here.

Unless something has changed, Winter would nullify Shaws charge due to frigid temps. Winter wins this with ease.

Not to mention there was a scan on comicvine of Winter MERGING WITH THE SUN and not overloading. Yeah he was in excruciating pain but he was alive. Winter is beyond Shaw.

Winter has absorbed more types of energy. The sun feat isn't super-impressive at first. He didn't absorb it all, he just sort of turned into sun energy and managed to not die. What he did later - when he leveled an entire city with with that sun energy - was the more impressive portion.

I'd say he wins.
