Unless CIP, whatever it means, somehow negates CIS, the answer is "Superman Prime", regardless of whether "Superman Prime" is meant to refer to the hyper-evolved Superman of an alternate 30th century DC or the tortured lunatic we saw in Infinite Crisis.

With CIS on, hyper-evolved Superman as Prime would probably take a 99% majority.

With CIS on, and the lunatic boy-wonder from Infinite Crisis being the Prime in question however, this might actually prove an interesting fight. At least if by "PC" Rulk the poster of this thread has in mind the "Loebforce" Rulk we saw absorbing the energies, apparently even to magical ones, of foes as varied as Thor, Silver Surfer, the Watcher, World War Hulk, and Klaw, Master of Sound Waves.

Loebforce for the win in that case, 7/10 matches minimum.




Spite as the thread is currently written, though.

In the scenario painted above, Rulk will drain Prime's power and use it against him.

Loeb had him do that with some regularity.

The Guardian Amp will run out, we also don't know if it will amp rulk like it did SBP.
Ill accept that rulk can remove the guardian amp but I don't think he can drain SBP and leave him powerless. I think you guys are forgetting that sunlight affects sbp's powers differently than superman's. All SBP needed was rays of sunlight hitting his fingertips to get back to full strength. How much are those rays of sunshine going to amp rulk? Not a lot.
