imo, the kollective are definitely more powerful than the apocalypse twins.

one kollective member (based on a panel, it appears there are at least a 100 of them) was seen casually destroying an entire timeline. They also created an alternate reality (again, by destroying a timeline) where the previous stormwatch never even existed. They're nigh omnscient on a universal scale (they can also perceive all possible timelines simultaneously). And though the apocalypse twins did show some time-powers, they aren't on kollective's level, who can traverse the timestream on a whim. At least for now, jean was the only one who was shown to be able to kill a kollective member (she killed 3 of them) but they were the ones who created her in the first place, when they messed with reality.
Apocalypse twins may be a bigger threat (threatening 8 prime dimensions/universes, each prime universe = multi-universal significance) but based on individual power, they aren't in kollective's league.
